One half of the Frye twins who took a freight train to London against the Council's explicit advice, Jacob answered Crawford Starrick's city-as-portfolio with a portfolio of his own: the Rooks, a street gang run like a franchise, flipping the Blighters borough by borough. His method — decapitate the monopolists, sort the consequences later — kept tearing holes in the city that his sister and his own cleanup work had to mend, and the game is honest about both halves. Maxwell Roth's offer of crime as pure theater, no creed attached, was the temptation built specifically for him; the refusal, one burning music hall later, was his growing up.
